
As Minister for Children and Young People, with responsibilities for the Children’s Hearings System, I would like to welcome you to the Children’s Hearings website.
Scottish Ministers aim to ensure that every child has the best possible start in life. Those children who commit offences or who have welfare and protection needs require particular help and care. For children in Scotland, this is provided through our internationally renowned Children’s Hearings System.
This website provides information about the origins and current operation of the Children’s Hearings System and guidance for people who may be required to attend or provide support to a Hearing. The website also provides a useful overview for employers about the benefits for organisations that support their employees to volunteer as panel members.
Children’s Hearings Scotland (CHS) has published its consultation document ‘National Standards for Scotland’s Children’s Panel.’
The document outlines a series of eight standards that will underpin the work of Panel Members, Area Support Teams, CHS staff and Board Members, all of whom will be expected to commit to working to these standards once they are finalised.

Sections 31 and 32 of the Public Services Reform (Scotland) Act 2010 (“the Act) impose duties on listed public bodies to publish information on expenditure and certain other matters as soon as is reasonably practicable after the end of each financial year. The intention is to promote openness and transparency across the public sector in Scotland.
Children’s Panels and Children’s Advisory Committees are both listed in Schedule 8 to the Act, and so are both required, as a minimum, to report for October 2010 - March 2011. Responses - please click on the link below
